    February 10, 2012 – BACOLOD CITY, Philippines – Mount Kanlaon, an active volcano, has been declared temporarily closed to mountaineers after large cracks believed to have been caused by Monday’s 6.9-magnitude earthquake were observed at its crater and land surfaces, a local official said Friday.

    Kanlaon straddles the provinces of Negros Occidental and Negros Oriental. It has an elevation of 2,435 meters (7,989 feet) and a base diameter of 30 kilometers. Cecil Cañada, Mt. Kanlaon Natural Park (MKNP) superintendent, said at least three 50-meter long cracks have been noted near the crater, while other cracks and a landslide have been noted within the MKNP. A landslide was also seen at the Margaha Valley, the old crater of the volcano, he added. An assessment was conducted by accredited trained guides and members of the rescue group based in Guintubdan, La Carlota City, in coordination with the MKNP Eco-tourism Officer and Biologist Angelo Bibar, Cañada said. Their report revealed that some portions of the volcano’s crater were affected, and land surfaces had cracks and evidences of landslides, he said. Cañada also maintained that the aftershocks from Monday’s earthquake and occasional heavy rainfall could pose danger to the life of mountain trekkers and tourists in the park. The Philippine Institute of Volcanology and Seismology has been informed of the quake damage to the volcano and they were trying to arrange for an aerial survey of the area, he added. However, it is difficult to get a helicopter as they are being used for relief operations in Negros Oriental, Cañada said. The volcano continues to be under observation amid the continuing aftershocks, he said. The Mt. Kanlaon volcano is part of the Negros volcanic belt and last erupted in 2006. –Inquirer

    เมื่อวันที่ 11 ก.พ. 55 กรมอุตุนิยมวิทยา รายงานลักษณะอากาศทั่วไปเมื่อเวลา 04:00 น. ว่า บริเวณความกดอากาศสูงจากประเทศจีนยังคงแผ่ลงมาปกคลุมประเทศไทยตอนบนและทะเลจีนใต้ ลักษณะเช่นนี้ทำให้บริเวณภาคเหนือ และภาคตะวันออกเฉียงเหนือยังคงมีอากาศหนาวเย็นกับมีหมอกในตอนเช้า ประกอบกับลมตะวันออกเฉียงใต้พัดนำความชื้นเข้ามา ทำให้บริเวณภาคเหนือตอนล่าง ภาคตะวันออกเฉียงเหนือตอนล่าง ภาคกลาง ภาคตะวันออก กรุงเทพมหานครและปริมณฑลมีฝนฟ้าคะนองเกิดขึ้นได้ในระยะนี้

    การไฟฟ้านครหลวง เตือนประชาชน ระวังอันตรายจากการทำงานใกล้สายไฟฟ้าแรงสูงไม่ต่ำกว่า 3.2 เมตร ...

    นางศิริวรรณ กิติคุณ ผู้อำนวยการฝ่ายประชาสัมพันธ์ การไฟฟ้านครหลวง เปิดเผยว่า “การไฟฟ้านครหลวง (กฟน.) มีความห่วงใยประชาชนที่ทำงานใกล้สายไฟฟ้าแรงสูง อาทิ ผู้ที่ทำงานก่อสร้างอาคาร หรือติดตั้งป้ายโฆษณาฯลฯ การไฟฟ้านครหลวงจึงขอเตือนให้ผู้ที่ปฏิบัติงานใกล้สายไฟฟ้าแรงสูง ควรทำงานห่างจากสายไฟฟ้าแรงสูงไม่ต่ำกว่า 3.2 เมตร และควรระวังเครื่องมือกลหรืออุปกรณ์โลหะไม่ให้เข้าใกล้สายไฟฟ้าแรงสูงน้อยกว่าระยะห่างตามที่ กฟน.กำหนด นอกจากนี้ หากผู้ปฏิบัติงานจำเป็นต้องทำงานใกล้สายไฟฟ้าแรงสูงน้อยกว่าระยะห่างที่ กฟน.กำหนดต้องแจ้งให้การไฟฟ้านครหลวงทราบ โดย กฟน.จะดำเนินการหุ้ม Line Guard ครอบสายไฟฟ้าเพื่อให้เกิดความปลอดภัยในการปฏิบัติงาน ซึ่งสามารถประสานงานได้ที่การไฟฟ้านครหลวงเขตที่ใกล้สถานประกอบการ

    ผู้อำนวยการฝ่ายประชาสัมพันธ์ เปิดเผยต่อว่า เนื่องด้วยในระยะนี้สภาพอากาศที่แปรปรวน ทำให้เกิดฝนฟ้าคะนองและเกิดพายุลมแรง เป็นเหตุให้กิ่งไม้เสียดสีกับสายไฟฟ้า ซึ่งอาจเป็นเหตุให้สายไฟฟ้าขาด ทำให้กระแสไฟรั่วไหลลงมาผ่านกิ่งไม้และลงมาตามลำต้นที่เปียกสู่พื้นดินทำให้ผู้ที่ไปสัมผัสต้นไม้อาจถูกไฟฟ้าดูดได้ ดังนั้น หากผู้ใดพบเห็นสายไฟฟ้าขาดตกลงมาบนพื้น ห้ามเข้าใกล้หรือแตะต้องเป็นอันขาด และควรแจ้งให้ กฟน.ดำเนินการแก้ไขโดยทันทีเพราะอาจเกิดอันตรายถึงแก่ชีวิตได้ โดยสามารถแจ้งได้ที่ศูนย์บริการข้อมูลผู้ใช้ไฟฟ้า (Call Center) หมายเลขโทรศัพท์ 1130 ได้ตลอด 24 ชั่วโมง.

    เกิดเหตุแผ่นดินไหว 4.0 ริกเตอร์ บริเวณพรมแดนประเทศพม่าและลาว สะเทือนถึงฝั่งไทย

    เมื่อวันที่ 11 กุมภาพันธ์ นายสมบูรณ์ โฆษิตานนท์ ผู้อำนวยการสำนักงานทรัพยากรธรณี เขต 1 จ.ลำปาง เปิดเผยว่า แผ่นดินไหวที่เกิดขึ้นเมื่อคืนที่ผ่านมา เวลา 22.08 น. วันที่ 10 กุมภาพันธ์ 2555 ขนาด 4.0 ริกเตอร์ บริเวณพรมแดนประเทศพม่า และลาว ซึ่งประชาชนในพื้นที่ อ.แม่สาย อ.แม่จัน อ.เชียงแสน และเขต อ.เมือง จ.เชียงราย สามารถรับรู้ได้ถึงแรงสั่นสะเทือน

    สำหรับการเกิดแผ่นดินไหวครั้งนี้ จากรายงานของสำนักงานทรัพยากรธรณี เขต 1 ลำปาง กรมทรัพยากรธรณี ที่ดูแลพื้นที่ 17 จังหวัดภาคเหนือ ไม่ได้รับรายงานว่าในพื้นที่ได้รับความเสียหาย

    อากาศหนาวเย็น ยังแผ่ปกคลุมพื้นที่ภูมิภาคยุโรป ยอดผู้เสียชีวิตพุ่งขึ้นเรื่อยๆ ถึงอย่างน้อย 460 ศพ ขณะที่ญี่ปุ่นประสบภาวะเดียวกัน เสียชีวิตแล้วกว่า 83 ศพ...

    พิบัติภัยสภาพอากาศหนาวเย็น ยังแผ่ปกคลุมพื้นที่ภูมิภาคยุโรปต่อเนื่อง ยอดผู้เสียชีวิตพุ่งขึ้นเรื่อยๆ ตลอดระยะเวลาเกือบ 2 สัปดาห์ ถึงอย่างน้อย 460 ศพ เส้นทางเดินเรือสายสำคัญที่สุดแห่งหนึ่งของยุโรปในแม่น้ำดานูบ ระยะทาง 2,860 กม. ไหลผ่าน 10 ประเทศ รวมถึงเซอร์เบีย โครเอเชีย บัลแกเรีย โรมาเนีย ฮังการี และออสเตรีย กลายเป็นน้ำแข็ง กระทบถึงการคมนาคมขนส่ง การผลิตพลังงานไฟฟ้า กระทบระบบชลประทาน อุตสาหกรรมและการประมง ทำให้การขนส่งทางเรือถูกตัดขาดออกปากแม่น้ำสู่ทะเลดำ

    อุณหภูมิในบัลแกเรียเมื่อวันพฤหัสบดี ลดลงต่ำทุบสถิติ -28.6 องศาเซลเซียส กระทบถึงการส่งออกสินค้าเกือบทั้งหมด เรือสินค้าติดค้างอยู่บริเวณท่าเรือ 224 ลำ ยอดผู้เสียชีวิตจากผลกระทบของความหนาวเย็น 28 ศพ ส่วนสาธารณรัฐเชก อุณหภูมิลดต่ำถึง -40 องศาเซลเซียส คร่าชีวิตผู้คนอย่างน้อย 25 ราย ขณะที่ผู้เสียชีวิตจากความหนาวเย็นในอิตาลี อยู่ที่ 43 ราย

    ขณะเดียวกัน พื้นที่ภาคเหนือและตะวันตกเฉียงเหนือของญี่ปุ่น เผชิญสภาพอากาศหนาวเย็นด้วยเช่นกัน รายงานสภาพอากาศบนเกาะฮอกไกโด ทางภาคเหนือสุด มีหิมะกองสูงถึงกว่า 60 ซม. ยอดผู้เสียชีวิตจากความหนาวเย็นทั้งประเทศอยู่ที่อย่างน้อย 83 ศพ อุณหภูมิแถบพื้นที่ภาคตะวันตกเฉียงเหนืออยู่ที่ราว -12.8 องศาเซลเซียส

    ทั้งนี้ ผู้เสียชีวิตจากผลกระทบสภาพอากาศหนาวเย็นในญี่ปุ่น เริ่มมาตั้งแต่เดือน พ.ย.ปีท่ีแล้ว ผู้เสียชีวิตรวมทั้งเหตุอาคารพังถล่มเพราะหลังคารับน้ำหนักหิมะไม่ไหว อีกทั้งร่วงหล่นลงจากหลังคาลื่นระหว่างการเก็บกวาดหิมะ ทางการญี่ปุ่นประกาศแจ้งเตือนสภาพอากาศหนาวเย็นจะเกิดต่อเนื่องอีกหลายสัปดาห์.

    บริษัทเดินเรือในยุโรปขาดทุนมหาศาล หลังแม่น้ำดานูบกลายเป็นน้ำแข็งและหิมะตกหนัก
    ทั้งนี้ สภาพแม่น้ำดานูบ เส้นเลือดสำคัญของยุโรป ช่วงผ่านประเทศโรมาเนีย เต็มไปด้วยแผ่นน้ำแข็งเต็มผิวน้ำ ขณะที่บริเวณริมฝั่ง น้ำกลายเป็นน้ำแข็งหนามาก
    แม่น้ำดานูบ ยาว 2,812 กิโลเมตร ต้นน้ำอยู่ในป่า Black Forest ของเยอรมนี ไหลผ่าน 9 ประเทศในยุโรป เริ่มเป็นน้ำแข็งตั้งแต่ต้นเดือนนี้ เมื่ออุณหภูมิลดต่ำลงถึง -20 องศาเซลเซียส
    ขณะเดียวกัน ตามเมืองต่างๆ ของโรมาเนีย ต้องเผชิญกับหิมะตก หนา 2 เมตร ทับบ้านหลายหลังอย่างรวดเร็ว ทำให้เจ้าหน้าที่ต้องเร่งให้ความช่วยเหลือประชาชนที่ติดอยู่ภายในเป็นการด่วน ขณะที่สำนักงานพยากรณ์อากาศ ระบุว่า หิมะจะตกหนักต่อเนื่องไปอย่างน้อยตลอดสุดสัปดาห์นี้


    น้ำท่วมเปรูหนัก!! ปชช.หลายหมื่นเดือดร้อน

    ฝนที่ตกหนักอย่างต่อเนื่อง ทำให้เกิดน้ำท่วมในหลายพื้นที่ของเปรู ทำให้ทางการต้องประกาศภาวะฉุกเฉินในพื้นที่ทางภาคกลาง และภาคใต้ของประเทศ หลังน้ำในแม่น้ำหลายสายเอ่อล้นไหลเข้าท่วมสร้างความเสียหายให้กับชุมชนและพื้นที่การเกษตรในหลายเมือง มีประชาชนได้รับผลกระทบจากอุทกภัยที่เกิดขึ้นถึง 44,000 คน และมีผู้เสียชีวิตแล้วอย่างน้อย 15 คน
    กระแสน้ำที่ไหลเชี่ยวยังสร้างความเสียหายให้กับถนนสายต่างๆ ระยะทางกว่า 782 กิโลเมตร นอกจากนี้ ยังมีสะพานที่ได้รับความเสียหายอีกหลายแห่ง โดยเมืองอาเรคิวปาได้รับความเสียหายจากอุทกภัยมากที่สุด


    แผ่นดินไหวที่ชิลี 5.9 ริกเตอร์ ไม่มีรายงานผู้บาดเจ็บ

    สำนักงานสำรวจธรณีวิทยาสหรัฐรายงานว่า เกิดเหตุแผ่นดินไหวปานกลางทางภาคกลางของชิลีเมื่อเวลา 23.58 น.ตามเวลาท้องถิ่นวานนี้ หรือตรงกับเวลา 09.58 น.ตามเวลาประเทศไทยวันนี้ วัดแรงสั่นสะเทือนได้ 5.9 ริคเตอร์ โดยมีศูนย์กลางแผ่นดินไหวอยู่ห่างไปทางตะวันตกเฉียงใต้ค่อนไปทางใต้ของเมืองคอนเซปซิออน 52 กิโลเมตร แต่เบื้องต้นยังไม่มีรายงานผู้บาดเจ็บหรือเสียชีวิตและความเสียหายอื่นๆ

    อุตรดิตถ์ภัยแล้งเริ่มรุนแรง

    เกษตรกรตำบลวังดิน อำเภอเมือง จังหวัดอุตรดิตถ์ ต้องปรับเปลี่ยนการเลี้ยงโค กระบือ ตั้งแต่เริ่มเข้าสู่หน้าแล้ง เนื่องจากตำบลวังดินเป็นพื้นที่แล้งซ้ำซาก ไม่มีแหล่งน้ำธรรมชาติ และอยู่นอกเขตชลประทาน

    นายแสง ดอกพุฒ กล่าวว่า มีกระบือ 50 ตัว และเพิ่งมีสมาชิกใหม่อายุ 3 เดือนอยู่ 10 ตัว ทุกวัน ต้องต้อนกระบือออกจากคอก เพื่อไปหาแหล่งน้ำและแหล่งหญ้าใหม่ไกลจากหมู่บ้านไป-กลับกว่า 10 กิโลเมตร เพราะแหล่งน้ำใกล้หมู่บ้านแห้งขอด ส่วนหญ้าไม่เพียงพอต่อความต้องการของสัตว์เลี้ยง เพราะมีกลุ่มผู้เลี้ยงจำนวนมาก ซึ่งผลจากภัยแล้ง ทำให้สัตว์เลี้ยงมีอาการเหนื่อย เครียด และกินหญ้าได้น้อยเริ่มซูบผอม

    รายงานข่าวแจ้งว่า จังหวัดอุตรดิตถ์ได้ประกาศพื้นที่ประสบภัยพิบัติกรณีฉุกเฉินภัยแล้งแล้ว 8 อำเภอ ยกเว้นอำเภอลับแล มีพื้นที่ประสบภัยแล้ง 53 ตำบล 358 หมู่บ้าน 18,630 ครัวเรือน 79,765 คน คาดมีพื้นที่การเกษตรทั้งนาข้าว พืชไร่ได้รับผลกระทบ 12,877 ไร่

    Tropical storm Giovanna is forecast to strike Madagascar as an intense tropical cyclone at about 00:00 GMT on 14 February.

    Data supplied by theUS Navy and Air Force Joint Typhoon Warning Centersuggest that the point of landfallwill benear17.8 S,49.6 E.Giovanna is expected to bring 1-minute maximum sustained winds to the region of around185 km/h (114 mph).Wind gusts in the area maybeconsiderably higher.



    According to the Saffir-Simpson damage scale the potential property damage and flooding from a storm ofGiovanna'sstrength (category 4)at landfall includes:
    • Storm surge generally 2.7-3.7 metres (9-12 feet) above normal.
    • Some structural damage to small residences and utility buildings with a minor amount of curtainwall failures.
    • Damage to shrubbery and trees with foliage blown off trees and large trees blown down.
    • Mobile homes and poorly constructed signs are destroyed.
    • Low-lying escape routes are cut by rising water 3-5 hours before arrival of the centre of the storm.
    • Flooding near the coast destroys smaller structures with larger structures damaged by battering from floating debris.
    • Terrain continuously lower than 1.5 metres (5 feet) above mean sea level may be flooded inland 13 km (8 miles) or more.

    แต่ปัจจุบันนี้ เนื่องจากโลกย้ายพิกัดใหม่ แกนหมุนของโลกเอียงมากขึ้น จึงทำให้ที่ตั้งของ"เลมูเรีย"ค่อนไปทาง ตะวันตกเฉียงเหนือ ส่วน"แอตแลนตีส" จะอยู่ค่อนไปทาง"ตะวันออกเฉียงใต้" แผ่นดินทั้งสองนี้จมอยู่นานนับได้หลายหมื่นปีแล้ว

    ข้างบนเป็นข้อมูลจากจิตจักรวาล และน้อง Bassate บอกตำแหน่งไว้

    เมื่อคืนวันที่ 31 มกราคม มีรายงานการพบเห็น UFO ฝูงใหญ่มากครับ
    คุณเอ๋โทรมาเล่าให้คุณอลงกรณ์ฟัง (สถานที่เห็นอยู่หมู่บ้านเสาลักษณ์ อ.เมือง จ.สุราษฎ์ธานี) บอกว่าคืนนั้นมองขึ้นไปบนฟ้าราว 5 ทุ่ม ได้พบเห็นแสงไฟกลุ่มใหญ่มากกระจายเป็นกลุ่มๆบินสูงผ่านเหนือท้องฟ้าด้วยความเร็ว...จึงไปเรียกพ่อและน้องออกมาดู..พ่อเห็นเข้าบอกว่า..ตั้งแต่เกิดมาไม่เคยพบเห็อะไรแบบนี้มาก่อน ถึงขั้นขาอ่อนหมดเรี่ยวแรง..และเรียกให้ลูกๆเข้าบ้านก่อน..ล็อคประตูทันที..แต่แอบโผ่ลมาดูอีกรอบ..

    สงสัยว่าจะเป็น UFO จำนวนมากจึงโทรมาเล่าให้คุณอลงกรณ์ฟังครับ แต่ไม่ทันได้ถ่ายรูปไว้เนื่องจากตื่นเต้นกันมาก จนลืมคิดถึงกล้องถ่ายรูปไป..นำมารายงานข่าวไว้ครับ

    Death toll from European deep freeze hits 540 as Danube freezes over

    February 10, 2012 – GERMANY – Thick ice closed vast swathes of the Danube on Thursday, crippling shipping on Europe’s busiest waterway, as the death toll from bitter cold across the continent rose to at least 540. As it has every day for nearly two weeks, the brutal cold claimed lives in several countries and killed dozens more in weather-related accidents. The 2,860-kilometre (1,780-mile) Danube, which flows through 10 countries and is vital for transport, power, irrigation, industry and fishing, was wholly or partially blocked from Austria to its mouth on the Black Sea. Navigation was impossible or restricted in Serbia, Croatia, Bulgaria, Romania, Hungary and Austria, as ice covered the river or formed dangerous floes in shipping lanes. An official from the Serbian economy ministry said the commercial repercussions “could be very bad,” while infrastructure ministry official Pavle Galico said shipping would not resume for 10 days. Bulgarian authorities, who have banned all navigation on the river, reported 224 vessels stuck in ports, and Ukrainian rescuers in Croatia reached three crew members on a ship trapped in the ice since Friday. Temperatures in Bulgaria dropped to a new record low Thursday of minus 28.6 degrees Celsius (minus 19.5 Fahrenheit) in the northwestern town of Vidin. The country has halted all power exports due to the cold snap. So far, 28 people have been killed in Bulgaria as a result of the weather, including eight who drowned when the icy waters of a small dam swept through their village of Biser in the southeast.     A new paper just published in Geophysical Research Letters by Roger Davies and Mathew Molloy of the University of Auckland finds that over the past decade the global average effective cloud height has declined and that "If sustained, such a decrease would indicate a significant measure of negative cloud feedback to global warming."

    Davies and Molloy are quick to point out that part of the decline from 2000 to 2010 in cloud height is due to the timing and variability of El Niño/La Niña events over the same period, however, there still seems to be evidence that at least part of the decline may remain even when El Niño/La Niña variability is accounted for.

    Figure 1 (below) shows the history of the effective cloud height, as determined by Davies and Molloy from satellite observations, from March 2000 through February 2010.

    The dotted line is the linear trend through the data as determined by Davies and Molloy and has a value of -44 meters per decade (+/- 22m). However, clearly the trend is influenced by the large negative departure centered around the beginning of 2008 that was related to a moderate La Niña event in the Pacific Ocean. To avoid the influence of the this event, Davies and Molloy calculate the difference between the cloud heights during the first and last years of their record and still find a decline of 31 m/dec (+/- 11m). Although this latter technique doesn't fully account for the El Niño/La Niña signal in the record, it does at least give some indication of the influence of the large negative departures in the latter half of the record, and indicates that the overall decline is not simply an artifact of a single event.

    The average global cloud height is linked to the average global temperature - generally, the higher the average cloud height, the higher the average surface temperature, and vice versa. The tie-in is related to the height in the atmosphere from which clouds radiate long-wave radiation to space. The higher up they are, the cooler they are, and thus the less radiation they lose to space, which means the surface stays warmer.

    Davies and Molloy calculate that on a decadal basis, the radiative forcing from increasing greenhouse gases is the same as that caused by either a decrease in the total global cloud amount of ~0.3% (which would allow more short wave radiation from the sun to hit the earth's surface) or an increase in the global average cloud height of ~19 meters (about 62 feet). All to say, that clouds play a major role in the earth's climate and that small changes in cloud characteristics can add to (via positive feedbacks) or offset (via negative feedbacks) the warming pressure put on the climate from increasing greenhouse gases. A point well-recognized by Davies and Molloy when they write "Changes in cloud properties in response to rising surface temperatures represent some of the strongest, yet least understood, feedback processes in the climate system. "

    Davies and Molloy hoped to better our understanding of cloud behavior by quantifying changes in cloud heights as determined from data obtained from the Multiangle Imaging SpectroRadiometer (MISR) carried aboard the Terra satellite. The MISR data provides stereo imaging that can be used to determine the heights of clouds. The MISR data is not perfect, as it misses very thin clouds (like high level cirrus) and very homogeneous clouds (like some cirrus from thunderstorm anvils), but perhaps its biggest shortcoming is that the period of available data is still pretty short (i.e., only begins February 2000). Nevertheless, an investigation of what data is available from the MISR instrument can provide some insight as to the variability of cloud heights and their relationship to the earth's climate.

    Which was the main purpose of the work of Davies and Molloy.

    In full recognition of the limitations of the data, here is how Davies and Molloy conclude their paper, in their own words:
    Finally, we note that the climate data record of [effective cloud height] anomalies may ultimately indicate a measure of long-term cloud feedback that may be quite separate from the correlations discussed above [i.e., correlations with El Niña/La Niña]. Ten years is unfortunately too short a span for any definitive conclusion, as the linear trend in global cloud height of -44 +/- 22 m over the last decade is partly influenced by the La Niña event, and may prove ephemeral. The difference between the first and last year of the decade, not directly affected by the La Niña event, is -31 +/- 11 m. If sustained, such a decrease would indicate a significant measure of negative cloud feedback to global warming, as lower cloud heights reduce the effective altitude of emission of radiation to space with a corresponding cooling effect on equilibrium surface temperature. Given the precision of the MISR measurements, we look forward to the extension of this climate data record with great interest. ​
    According to the calculations of Davies and Molloy, the negative climate forcing from a decrease in the average global cloud amount during the past 10 years has more than offset the positive forcing from an increase in greenhouse gases from human activities. It is little wonder that the rate of global temperature rise during this period has been so paltry!

    Davies and Molloy write that they "look forward to the extension of this climate data record with great interest." We want to be the first to second that sentiment.

    Comment: SOTT.net has been pointing out for years that the colder upper atmosphere is lower than it used to be and that this is the reason for the increase in contrails. This also compresses the troposphere which may or may not be being used to spray populations with pathogens. But the fact that the atmosphere is changing is very, very serious. Come to think of, anybody who is a habitual sky watcher and paying close attention to cloud formations can see it!

    So, now somebody is confirming it. From the above article,

    All the time the global warmists been going on about "global warming", the clouds have been lower. Yeah, the PLANET IS WARMING, but the upper atmosphere is cooling and the very cold upper atmosphere is dropping lower. That means lots of evaporation that hits cold atmosphere will bring lots of rains/floods and snow.

    The dolphin could still be seen in the Ocean City, N.J. waterway late Friday

    A dorsal fin is grabbing people’s attention in an unusual spot: a back-bay lagoon in Ocean City, N.J., just feet from homes.

    A common dolphin began surfacing in the waterway on Wednesday. It was still there late Friday.

    “It’s a very unusual occurrence to have a dolphin in our lagoon. We’ve never seen it in the ten years we’ve been here,” homeowner Fred Hoffman told NBC10 News.

    รายงานข่างจากจังหวัดตากแจ้งถึง สถานการณ์ภัยแล้งที่ส่อเค้าเริ่มรุนแรงในขณะนี้ได้ลุกลามไปทั่วทุกพื้นที่หลายหมู่บ้านและหลายตำบล ใน อ.แม่สอด จ.ตาก น้ำในลำห้วย-คลองบึงและแหล่งน้ำตามธรรมชาติต่างๆเริ่มแห้งขอดตื้นเขิน เพราะมีประชาชนและเกษตรกรต้องใช้น้ำเพิ่มมากขึ้นเพื่อการเกษตรและน้ำกินน้ำใช้ในช่วงฤดูแล้ง

    ทำให้น้ำเริ่มขาดแคลนชาวบ้านจึงมีการสร้างถังเก็บน้ำไว้อุปโภค-บริโภค เพื่อสู้กับภัยแล้งที่ในปีนี้มาเร็ว โดยชาวบ้านตามหมู่บ้านต่างๆได้ซื้อวงบ่อปูน ขนาด 1 เมตร ถึง 1 .20 เมตร มาสร้างเป็นถังเก็บน้ำซึ่งจะเห็นได้ว่ามีการสร้างไว้แทบทุกหลังคาเรือนและมีการเดินท่อน้ำจากถังน้ำไปในบ้านเรือนที่พัก เสริมการกักเก็บน้ำไว้ใช้ร่วมกับระบบประปาหมู่บ้านที่เริ่มขาดแคลนน้ำแล้ว

    นอกจากนี้ชาวบ้านในหมู่บ้านที่ไม่ได้มีการสร้างถังเก็บน้ำก็จะไปช่วยกันสร้างฝายชะลอน้ำตามลำห้วยที่ไหลผ่านหมู่บ้านเพื่อใช้ในการทำการเกษตรและอุปโภค สำหรับการสร้างถังน้ำเพื่อกักเก็บน้ำนั้นที่บ้านเอื้องดอย หมู่ 7 ต.พระธาตุผาแดง อ.แม่สอด เกือบทุกหลังคาเรือนจะมีการสร้างถังเก็บน้ำเพื่อป้องกันและแก้ไขปัญหาภัยแล้งให้ตัวเอง

    นายปรีชา ใจเพชร นายอำเภอแม่สอด จ.ตาก กล่าวว่า ได้ให้เจ้าหน้าที่ ได้ดำเนินการสำรวจความเดือดร้อนของประชาชนและเกษตรกรที่ได้รับผลกระทบจากปัญหาภัยแล้งและการขาดแคลนน้ำ และพบว่ามีหลายหมู่บ้านประชาชนขาดแคลนน้ำกันแล้ว ทางอำเภอจึงประสานไปยังหน่วยงานที่เกี่ยวข้องรวมทั้งองค์กรปกครองส่วนท้องถิ่น(อปท.)ในแต่ละพื้นที่ ทั้งเทศบาลและ อบต.ให้เร่งช่วยเหลือประชาชนทันทีหากได้รับการร้องขอ เช่นรถน้ำ-การเพิ่มแหล่งกักเก็บน้ำ ฯลฯเป็นต้น
