</td></tr> <tr> <td style="border-left: 1px solid gray; border-right: 1px solid gray; padding: 10px;" colspan="3" align="middle" width="100%"> พายุไต้ฝุ่น “กิสนา (KETSANA)” ได้อ่อนกำลังลงเป็นพายุโซนร้อนแล้ว และเมื่อเวลา 04.00น พายุนี้มีศูนย์กลางอยู่บริเวณเมืองสาระวัน ประเทศลาว ประมาณ 60 กิโลเมตร ทางทิศตะวันออกของจังหวัดอุบลราชธานี หรือที่ละติจูด 15.4 องศาเหนือ ลองจิจูด 106.0 องศาตะวันออก มีความเร็วลมสูงสุดใกล้ศูนย์กลางประมาณ 74 กิโลเมตรต่อชั่วโมง พายุนี้กำลังเคลื่อนตัวทางทิศตะวันตกด้วยความเร็ว ประมาณ 18 กิโลเมตรต่อชั่วโมง พายุนี้จะเคลื่อนตัวเข้าสู่ประเทศไทยบริเวณแนวจังหวัดอุบลราชธานีในเช้าวันนี้ (30 ก.ย. 52) นี้ และจะอ่อนกำลังลงอีกเป็นพายุดีเปรสชันอย่างรวดเร็ว ลักษณะเช่นนี้ทำให้ประเทศไทยมีฝนตกหนาแน่นมากขึ้น โดยมีฝนตกหนักถึงหนักมากได้ในหลายพื้นที่โดยเฉพาะในภาคตะวันออกเฉียงเหนือกับมีลมแรง จึงขอให้ประชาชนในพื้นที่เสี่ยงภัยบริเวณที่ลาดเชิงเขาใกล้ทางน้ำไหลผ่าน และพื้นที่ลุ่มของจังหวัดหนองคาย นครพนม สกลนคร มุกดาหาร อำนาจเจริญ กาฬสินธุ์ มหาสารคาม ร้อยเอ็ด ยโสธร อุบลราชธานี ศรีสะเกษ สุรินทร์ บุรีรัมย์ นครราชสีมา จันทบุรี ตราด ระนอง และพังงา ระมัดระวังสภาวะน้ำท่วมฉับพลันและน้ำป่าไหลหลากที่จะเกิดขึ้นได้ในระยะนี้

Situation

The biggest floods in decades threatened Vietnam's central provinces on Wednesday following a powerful typhoon that swept into the country after wreaking havoc in the Philippines. The government said 38 people had died and 10 were missing in floods and landslides in eight coastal and central highland provinces. River waters in Quang Nam province could reach a level last seen in 1964 by Wednesday evening, weather reports said. "From the air, one can see many areas around Danang being isolated by floods," a Reuters witness said. "Sea waves pounded the road along Danang's beach and threw several ships onshore." Typhoon Ketsana slammed into Vietnam late on Tuesday dumping torrential rain across central Vietnam that left 294,000 homes destroyed, damaged or submerged by floods. Around 357,000 people in 10 provinces were evacuated. The region hit by Ketsana lies far north of Vietnam's Mekong Delta rice basket. Rain dumped on the Central Highlands coffee belt could delay the start of the next coffee harvest by up to 10 days, but exports would not be affected, traders said. Ketsana had weakened to a tropical storm after moving into Laos and Cambodia on Tuesday night, weather forecasters said. Deputy Prime Minister Hoang Trung Hai urged authorities to quickly resume power supplies to the typhoon-hit region, including Quang Ngai province where Vietnam's first oil refinery, Dung Quat, was due to reopen on Wednesday after an outage shut the plant's test runs last month.

<hr>Parma, a category 4 typhoon, packing winds of 175 kph (108 mph), was 520 km (320 miles) east of the central Philippine island of Samar on Thursday. It was expected to make landfall near northeastern Quirino and Isabela provinces on Luzon by Saturday unless it changed direction. By Saturday afternoon, Parma could be packing center winds of more than 200 kph and could be weakened once it slams into the Cordillera mountain region in the north. Gilberto Teodoro, head of the defense and disaster agencies, ordered troops to evacuate coastal and low-lying areas as well as landslide-prone areas in the northern Philippines. Teodoro has also ordered civilian agencies to stockpile food, water, medicine, fuel and other relief supplies as relief work continued five days after Typhoon Ketsana dumped record-high rain that submerged 80 percent of the capital region and nearby areas.

At least 35 more people died Friday after flash floods washed away thousands of homes in southern India, pushing the death toll from this week's heavy rains to 102, officials and media said. In worst-hit Karnataka state, floods have destroyed at least 26,000 houses, submerged roads and snapped communication links in many areas. On Friday, district officials in Karnataka reported the deaths of 35 people, pushing the death toll over the past two days to 86, with many more people reported missing. Army troops have begun rescue operations and helicopters are dropping food and drinking water packets in the worst-affected areas, about 600 kilometres (375 miles) north of the state capital, Bangalore. Scores of villages in 11 districts in northern Karnataka were submerged and people had fled to higher ground, a top official said. "Northern Karnataka is reeling from unprecedented rainfall. At least 26,000 houses have collapsed," Karnataka's chief minister B.S. Yeddyurappa said.

Situation

Much of the rain that brought northern and parts of coastal Karnataka under water had tapered off by late Saturday but 14 districts were still reeling under the deluge. The toll stood at 139 even as the raging waters left villages marooned and thousands stranded. Rescue teams and seven hovercraft were pressed into service, but weren't enough. There was a shortage of lifejackets too. "Helicopters could rescue only about 150 people," S M Jaamdar, nodal officer for the rescue operations, said. Although the damage to crops and property is still to be assessed, the loss is estimated to be in the region of Rs 10,000 crore. It's for the first time in 60 years that the perennially drought-prone districts of north Karnataka have seen such flood fury. Weather experts say the persistent presence of cyclonic winds over the Bay of Bengal and their movement towards the Deccan Plateau are the reasons for the heavy downpour in the districts. "The winds have been circulating at a height of six to seven km in the atmosphere and have been carrying moisture," a Met official in Bangalore said. The worst affected by the downpour and floods were parts of Bijapur, Gulbarga and Raichur districts through which flow the rivers Krishna and Tungabhadra along with their tributaries. Meanwhile, tragedy struck at Hiremagi village in Hungund taluk of Bagalkot district when some youths, followed by two children, jumped off the rescue boat as it tossed around in choppy waters. Two women who tried to save them were also washed away. It may be long before the damage is tallied, but the floods have wreaked havoc on standing kharif crops. Arid crops like tur, sunflower, bajra, groundnut and cotton in the affected areas have been either washed away or have lost life due to water retention. Besides, buses and trains across the districts have been cancelled and communication lines aren't normal. The Karnataka government has released a sum of Rs 100 crore for relief and rescue work but has decided to petition the Centre to treat this as a national disaster.

A powerful typhoon moved out to sea on Sunday after slamming into the remote northeastern Philippines and killing five people, but damage and flooding, while extensive, was less than feared. Typhoon Parma, the strongest typhoon to hit the country since 2006, was north of the main Luzon island and moving northwest at 9 km per hour (6 mph), the weather bureau said. It had weakened, with maximum sustained winds of 120 kph and gusts of up to 150 kph, but authorities in Taiwan have issued a warning to sailors as Parma was likely to enter its southern waters in the next day or two. "The destruction in our infrastructure and agriculture is huge," said Alvaro Antonio, the governor of the northern Cagayan province that bore the brunt of the storm. "Wide areas are still under water, including ricelands about to be harvested." The system brought rain across Luzon on Saturday but not as heavily as feared, especially along the densely populated west coast where floods in and around Manila from Typhoon Ketsana eight days ago killed nearly 300 people. Officials had feared rain would spark fresh floods in Manila since reservoirs and dams around the capital are full and the sewage system is inundated with mud and rubbish brought by last week's deluge. Fallen trees and floods cut off roads in Cagayan and neighbouring Isabela province. Soldiers, in rubber boats and armed with chain saws, started to clear roads and rescue marooned communities, officials said. Antonio said many areas remained inaccessible due to power outages and disruption in communications. "Winds are still strong, but no more rains. Our relief works are ongoing," he said. About 5,000 people remained in temporary shelter areas. More than 130,000 people in the country's eastern seaboard had fled their homes ahead of typhoon Parma. At least three people were killed in Isabela and two in the central Bicol region, where Parma had swept through earlier in the week. Local government officials reported more than 100 million pesos ($2.1 million) in crop damage, particularly in rice and corn farms in Isabela and Cagayan. Arroyo declared a nationwide calamity on Friday to allow local governments to access emergency funds and cap the prices of essential goods. She also ordered troops to evacuate more than 100,000 people from areas at risk from the typhoon.
