    นายศิลปชัย จารุเกษมรัตนะ รองปลัดกระทรวงคมนาคม รักษาราชการแทนปลัดกระทรวงคมนาคม กล่าวถึงกรณีที่คณะรัฐมนตรีมีมติเห็นชอบโครงการรถไฟความเร็วสูง กรุงเทพมหานคร-เชียงใหม่ ว่าโครงการดังกล่าวน่าจะเป็นผลเป็นรูปธรรม ในปี 2560 โดยอุปสรรคสำคัญขณะนี้คือสิ่งแวดล้อม เนื่องจากเส้นทางรถไฟความเร็วสูงบางเส้นทางต้องใช้เส้นทางใหม่ เมื่อออกแบบเส้นทางใหม่ จำเป็นต้องศึกษาความเหมาะสมว่าจะส่งผลกระทบต่อสิ่งแวดล้อมหรือไม่ ซึ่งรัฐบาลให้ความสำคัญ โดยจะต้องคำนึงถึงผลกระทบที่จะเกิดต่อมวลชนที่อยู่ข้างเส้นทาง

    รถไฟความเร็วสูง จะช่วยให้การเดินทางในประเทศไทย อีก 5-10 ปีข้างหน้า ก้าวหน้าอีกระดับ สามารถเดินทางเชื่อมโยงทั่วประเทศได้ภายใน 3-4 ชั่วโมง
    รองปลัดกระทรวงคมนาคม กล่าวด้วยว่า สำหรับเส้นทางต่างๆ ที่เตรียมสำรวจมีหลายเส้นทาง ไม่ใช่เพียงกรุงเทพมหานคร-เชียงใหม่ เท่านั้น ซึ่งจะต้องศึกษาผลกระทบสิ่งแวดล้อม

    Days in Delhi are unusually chilly this winter. The sun comes out but to take a peep at a world covered in dense fog, and winds blow with a determination to enter into the thick folds of whatever warm wear you are wearing to protect against the cold. It is not unusual to rain in winter, but it has rained twice already this year, and combined with the record low temperature it is turning into one of the coldest years of the new century. In the south this is already the coldest winter in the last 100 years, and in the north temperatures have frequently been reaching freezing points. The mornings in the capital are regularly hidden in dense fog, when visibility goes down to near zero, leading to delayed trains and cancelled flights. “The reduced visibility caused a delay in around 118 flights, while eight flights were cancelled due to bad weather. The runway visibility dipped below 100 metres and the general visibility to less than 50 metre,” said an airport official.

    Description

    Almost 150 people were plucked from the roofs of their submerged houses and others from trees where they'd been trapped after torrential rain in the Hoedspuit area in Limpopo, where up to 300mm of rainfall was measured. The air force, police, emergency services and private helicopters had been involved in the rescue.

    ข้อสังเกต: จุดดับนี้อีกสองวันจะหันมาตรงกับโลก และถ้าจุดดับนี้ Group's magnet type เพิ่มเป็น Beta-Gamma-Delta โอกาสที่จะเกิด X-Class flare (ระเบิดขนาดใหญ่) มีมากและจุดนี้ก็มีพิกัดตรงกับไทย คือ ประมาณภาคเนื้อตอนล่าง กลางตอนบน อีสานตอนกลางๆ คือ latitude 16 องศาเหนือ ซึ่งก็อาจจะเหมือนกับตอนที่เมืองไทยน้ำเยอะๆ ตอนช่วงวันที่ 9,10 กันยายน 11 (ซึ่งเกิดการระเบิด x-class 2 ลูก) ซึ่งน้ำก็จะมาจำนวนมาก ดังตัวอย่างข้างล่างนี้

    Howling winter weather hit the northwest of the country as four central states on reported tornadoes, the National Weather Service said.

    A cold front combined with a warm and humid air mass contributed to the unseasonable twisters which were also spotted in Tennessee, Indiana and Mississippi, Dan Pydynowski, senior meteorologist at AccuWeather.com said.

    Damages reported from the twisters have been mostly to buildings, vehicles, power lines and trees while one injury was reported in Mississippi where a person suffered a possible broken arm after the tornado struck their home.

    Around the unseasonable central states' weather, the Pacific Northwest is receiving its own pummel of 100mph winds and near-record snowfall in some areas Wednesday stacking up to 16in.

    Sheltering from the winter weather in the north east, parts of Oregon have seen winds reach as high as 110mph, bringing much of the region to a standstill.

    From the Washington state capital in Olympia to the Oregon coast, schools were closed, roads were clogged with snow and hundreds of accidents and dozens of flights were cancelled. Read More

    An Iranian commander has warned that Tehran is on full alert in case of enemy threats, and has the best submarines in the world ready to “ambush and hit enemy vessels, especially US Aircraft carriers, from the seabed throughout the Persian Gulf.”
    ­Lieutenant Commander of the Iranian Army's Self-Sufficiency Jihad Rear Admiral Farhad Amiri hailed the Iranian submarines as “the best electronic diesel vessels in the world, noiseless and able to easily evade detection as they are equipped with sonar-evading technology," the country’s semi-state Fars news agency reported.

    The Iranian military official said the vessels can fire missiles and torpedoes simultaneously, underlining that the submarines’ superiority was not just due to their arms and equipment, but also “the tactical issues are very important", given the geographical specifications of the waters surrounding the country.

    A submarine of this type sitting on the seabed can easily target and hit an aircraft carrier traversing nearby regions, hinting at the US aircraft carriers deployed in the Persian Gulf.

    Reports say the US is to get its top secret surveillance drone back from Iran. The catch is, the device, intercepted in December, has been reduced to 1:80 of its original size and is being marketed as a popular toy.
    ­Iranian state radio was quoted by Associated Press as saying on Tuesday that the US RQ-170 Sentinel stealth drone toy models would soon be on sale in Tehran.

    They are expected to sell for 70,000 rials – around US$4.

    One of the models will even make it to the White House in response to a formal request from Washington last month asking Iran to return the top-secret device.

    State radio reports that the model will be of the original aircraft, but one eightieth of the actual size.

    The top secret US drone was intercepted over the Iranian town of Kashmar, some 225 kilometers from Iran’s border with Afghanistan, in early December.
    Engineers with the Iranian military confirmed they had managed to hijack the system inside the craft with ease and bring it to a safe landing without incident.

    Since then, the Obama administration has asked Iran to return the drone, but Tehran has refused, claiming that its incursion into Iranian airspace had rendered it Iran’s property.

    Reports also suggest the trophy might be put on public display after a thorough examination, and in a year or two it may be put up for auction.

    ลักษณะอากาศทั่วไป

    กรมอุตุนิยมวิทยา คาดหมายลักษณะอากาศในช่วงวันที่ 19-21 ม.ค. บริเวณความกดอากาศสูงที่ปกคลุมประเทศไทยมีกำลังอ่อนลงประกอบกับลมตะวันออกได้พัดพาความชื้นจากทะเลจีนใต้และ อ่าวไทยเข้ามาปกคลุมประเทศไทย ทำให้บริเวณประเทศไทยตอนบนมีหมอกเพิ่มมากขึ้น และมีฝนเกิดขึ้นได้ในภาคตะวันออกเฉียงเหนือตอนล่าง ภาคกลาง และภาคตะวันออก สำหรับมรสุมตะวันออกเฉียงเหนือที่พัดปกคลุมอ่าวไทยและภาคใต้มีกำลังอ่อนลง ทำให้บริเวณดังกล่าวมีฝนลดลง และคลื่นลมในอ่าวไทยมีกำลังอ่อนลง

    ส่วนในช่วงวันที่ 22-25 ม.ค. บริเวณความกดอากาศสูงกำลังปานกลางระลอกใหม่จะแผ่ลงมาปกคลุมภาคตะวันออกเฉียงเหนือและทะเลจีนใต้ ทำให้บริเวณดังกล่าวมีฝนฟ้าคะนองกับมีลมแรงและอุณหภูมิจะลดลง 2-4 องศา

    ข้อควรระวัง ในระยะนี้ ขอให้ประชาชนระมัดระวังในการสัญจรผ่านบริเวณที่มีหมอกหนา ในช่วงวันที่ 22-24 ม.ค. ขอให้ประชาชนบริเวณภาคตะวันออกเฉียงเหนือระวังอันตรายจากฝนฟ้าคะนอง

    สำนักข่าวต่างประเทศรายงานเมื่อ 19 ม.ค. โดยอ้างสำนักงานสำรวจธรณีวิทยาแห่งชาติสหรัฐฯ หรือ " ยูเอสจีเอส" ว่า เกิดแผ่นดินไหวบริเวณนอกชายฝั่งด้านตะวันตกของเกาะใต้ นิวซีแลนด์ วัดความรุนแรงได้ถึงระดับ 6.1 เบื้องต้น ยังไม่มีรายงานความเสียหาย
    รายงานของยูเอสจีเอส ระบุว่า ศูนย์กลางของแผ่นดินไหวครั้งนี้ อยู่ลึกลงไปใต้ทะเลเพียงแค่ 18.1 กิโลเมตร ห่างจากเมืองอินเวอร์คาร์กิลล์ ของนิวซีแลนด์ไปทางตะวันตกราว 204 กิโลเมตร และห่างจากเมืองควีนส์ทาวน์ไปทางตะวันตกเฉียงใต้ราว 293 กิโลเมตร
    เบื้องต้นยังไม่มีรายงานความเสียหายจากแผ่นดินไหวระดับ 6.1 ที่เกาะใต้ของนิวซีแลนด์ครั้งนี้ แม้จะพบข้อมูลว่า แรงสั่นสะเทือนสามารถรู้สึกได้ไกลถึงกรุงเวลลิงตัน เมืองหลวงของประเทศที่ตั้งอยู่บนเกาะเหนือ ทั้งที่กรุงเวลลิงตันอยู่ห่างจากศูนย์กลางของแผ่นดินไหวถึง 940 กิโลเมตร

    อนึ่ง การไฟฟ้านครหลวง (กฟน.) จะดำเนินการปรับปรุงสายส่ง บริเวณถนนอังรีดูนังต์ ส่งผลให้การประปานครหลวง (กปน.) ต้องหยุดการสูบจ่ายน้ำที่สถานีสูบจ่ายน้ำลุมพินี ในคืนวันจันทร์ที่ 23 มกราคม 2555 ตั้งแต่เวลา 23.00 น.-05.00 น. ของวันรุ่งขึ้น ส่งผลให้น้ำประปาไหลอ่อนถึงไม่ไหลในพื้นที่ดังต่อไปนี้

    ในคืนวันอังคารที่ 24 มกราคม 2555 ตั้งแต่เวลา 21.00 น. -05.00 น. ของวันรุ่งขึ้น กปน. จะทำการตัดบรรจบท่อประปาขนาดเส้นผ่าศูนย์กลาง 1,000 มิลลิเมตร ในถนนเพชรเกษม บริเวณซอย 16 และซอย 18/1 ส่งผลให้น้ำประปาไหลอ่อนถึงไม่ไหลในพื้นที่ดังต่อไปนี้

    ถนนเพชรเกษม ตั้งแต่แยกท่าพระ ถึงซอยวัดจันทร์ประดิษฐาราม รวมทั้งมหาวิทยาลัยสยาม และบริเวณใกล้เคียง

    ถนนรัชดา-ท่าพระ จากแยกท่าพระถึงคลองบางกอกใหญ่

    นอกจากนี้ ในคืนวันพุธที่ 25 มกราคม 2555 ตั้งแต่เวลา 23.00 น.-04.00 น. ของวันรุ่งขึ้น กปน. จำเป็นต้องหยุดสูบจ่ายน้ำที่สถานีสูบจ่ายน้ำบางพลี เพื่อบำรุงรักษาสถานีไฟฟ้าย่อยประจำปี ส่งผลให้น้ำประปาไม่ไหล ในพื้นที่ดังต่อไปนี้
    ถนนสุขุมวิทสายเก่า ตั้งแต่ซอยเทศบาลบางปู 73 จนสุดเขตการให้บริการของ กปน.

    ถนนเทพารักษ์ ตั้งแต่แยกเทพารักษ์ ตัดถนนตำหรุ-บางพลี จนถึงถนนคลองด่าน

    ถนนคลองด่าน ถนนบางบ่อ-คลองด่าน ถนนเมืองใหม่บางพลี ถนนตำหรุ-บางพลี

    ถนนแพรกษา ตั้งแต่ซอยเทศบาลแพรกษา 14 จนถึงถนนตำหรุ-บางพลี นิคมอุตสาหกรรมบางปู โรงไฟฟ้า EPEC

    จึงประกาศมาเพื่อทราบโดยทั่วกัน และได้โปรดสำรองน้ำประปาไว้ใช้ล่วงหน้าในช่วงวันและเวลาดังกล่าว หากประสบข้อขัดข้องกรุณาแจ้ง “ศูนย์บริการประชาชน” โทร. 1125 ตลอด 24 ชั่วโมง

    ลมตะวันออกเฉียงใต้พัดนำความชื้นจากทะเลจีนใต้และอ่าวไทยเข้ามาปกคลุมประเทศไทย ทำให้บริเวณภาคตะวันออกเฉียงเหนือ ภาคกลางรวมทั้งกรุงเทพมหานคร ภาคตะวันออก และภาคใต้ มีฝนเป็นแห่ง ๆ ถึงกระจาย สำหรับบริเวณภาคเหนือทางตอนบนมีอากาศหนาวเย็น และมีหมอกในตอนเช้า ส่วนทางตอนล่างของภาคจะมีฝนตกบางพื้นที่.
