Situation: The Surry Power Station was running at diminished capacity Sunday after the effects of Saturday's severe weather. Dominion officials said Sunday that a tornado apparently touched down on the switchyard supporting the nuclear power station and the facility's access road, cutting off the electrical feed from the grid to the station. A backup generator kept power running to both reactors. One of the two main reactors has been reconnected to the plant's grid. "We are trying to restore the second feed," said Dominion spokesperson Dan Genest. That process will take several days, he said. Once the second feed is restored, then the power station will return to full power, Genest said. There were no injuries at the site, Genest said. Power company personnel are working to complete restoration of electrical service to the station, he added. No release of radioactive material has occurred beyond those minor releases associated with normal station operations. The tornado did not strike the two nuclear units, which are designed to withstand natural events such as tornados, hurricanes and earthquakes. Dominion notified the U.S. Nuclear Regulatory Commission of the situation, as well as state and county officials.

A brown puddle containing plutonium five times the legal safety limit leaked from an old ventilation duct at the Sellafield nuclear complex in Cumbria. This exposed "a number of shortfalls in the design", says the report. Groundwater at the Torness nuclear power station near Edinburgh was contaminated with radioactive tritium (a form of hydrogen) leaking from two pipelines. At Hartlepool nuclear station on the north-east coast of England, the back-up cooling system was put out of action by a faulty valve. All three incidents occurred in February this year and are still under investigation by the Office for Nuclear Regulation (ONR), the government's newly created nuclear safety watchdog. They were sufficiently serious to be reported to ministers under safety guidelines agreed in the wake of the Chernobyl accident in Ukraine 25 years ago. Disclosure of the incidents could further delay the government's plans for a new programme of nuclear power stations, already being held up by a safety review prompted by the Fukushima accident in Japan. Critics will press for the incidents to be included in the review, being led by the executive head of the ONR, Mike Weightman.

The Guardian has been provided with a copy of a report on the incidents sent to ministers on 18 April by Weightman. It was circulated to the energy secretary, Chris Huhne; the business secretary, Vince Cable; the environment secretary, Caroline Spelman; the employment minister, Chris Grayling; the Scottish secretary, Michael Moore; and the Scottish first minister, Alex Salmond. In a covering letter, Weightman says that a fourth incident involving contaminated ground at an unnamed nuclear site is still under investigation, and may be reported to ministers in the future. The criteria for reporting nuclear incidents, which takes place every three months, include leakages, breaches of safety limits and events where "safe operation may be significantly affected". According to the ONR, the response to the incidents from the companies that run the three plants was "appropriate". The plutonium spillage at Sellafield has been cleaned up, use of the leaking pipelines at Torness was suspended, and the faulty valve at Hartlepool was fixed. But the ONR is continuing to quiz the operators and monitor the plants, to try and make sure that similar mishaps do not occur again. A spokesman for the ONR told the Guardian that the report to ministers on the incidents is due to be posted online later today.

George Regan, the chair of the local government voice on nuclear issues, Nuclear Free Local Authorities, said that it was unusual for three incidents to be reported to ministers in one three-month period. There was only one incident in each quarter of 2010, three at Sellafield and one at Dungeness nuclear station in Kent. "With Fukushima very much in the public's mind, we are particularly concerned to hear of a coolant incident at Hartlepool," Regan said. "We will be urgently seeking clarification from the ONR on why these incidents occurred and whether they are of any relevance to the current safety review."

He said the specialists are studying the virus and the results will be announced in the coming days. Last year the "Stuxnet" virus hit the Iranian Bushehr nuclear plant’s computers leading to the suspension of the plant’s work. The Symantec company, operating in California, said in its report dated July 2010 that the "Stuxnet" virus has hit many countries in the world. According to the company’s report, 60 percent of the virus that infected the world is in Iran’s Internet network. Iranian Atomic Energy Organization former head Ali Akbar Salehi said the "Stuxnet" virus has not affected main computers of the plant, but it infected some personal notebooks. Despite this, commander of civil defense Gholam Reza Jalali accused Germany’s Siemens company of a virus attack on Iranian nuclear plants. According to BBC, SCADA software is produced by Germany’s Siemens. The software is used at large and complex industrial enterprises, including Iran’s nuclear enterprises. Experts believe that the "Stuxnet" virus is produced only for enterprises operating on SCADA software. Commenting on the "Stars" virus, Jalali said that the new virus works in accordance with the system and it is unlikely to be disinfected at the initial stage. "The virus can be confused with some state agencies’ files, therefore, our specialists are analyzing the virus," Jalali said.

Situation: Iran has uncovered another computer virus targeting the country as part of an ongoing cyber-attack campaign, according to a senior military official. Its capabilities and actual target are still unknown. Iranian experts discovered the “espionage virus,” code-named “Stars,” Gholam Reza Jalali, the head of Passive Defense, an Iranian military unit in charge of combating sabotage, said in a report posted April 25 on the Passive Defense Website. The report did not indicate whether the malware targeted sensitive equipment or facilities or random computers across the country. "Fortunately, our young scientists were able to discover the virus, and now the virus Stars is presented to the laboratory,” Jalali wrote in the report, posted on paydarymelli.ir (Google Translate). While downplaying the impact of Stars, Jalali noted that it is “harmonious” with computer systems and that it “inflicts minor damage” in the initial stage.



Stars can be mistaken for executive files of governmental organizations, according to Jalali. This suggests the attack was disguised as a legitimate Word, PDF or other similar document type to trick unsuspecting victims into infecting government computers, Graham Cluley, senior technology consultant at Sophos, speculated on the Naked Security blog. Several organizations, including federal research facility Oak Ridge National Laboratory, have disclosed that attackers breached their systems by tricking employees into opening malicious Word or Excel documents. There are currently no details on whether Stars has any destructive capabilities or if it steals sensitive information. It’s also unclear as to when it was first detected.

Experts were still investigating the full scope of the malware’s abilities in order to determine the necessary steps to “counter” the virus. "No definite and final conclusions have been reached," Jalali told Mehr, the country’s semi-official news agency. A unit set up by the Ministry of Information Technology and Telecommunications will be decoding the virus, the report said. Jalali blamed the United States and Israel for creating the Stars virus, claiming it was part of the nations’ alleged cyber-attack against Iran. Iranian officials blame the U.S. and Israel for last year’s Stuxnet worm, which targeted specific Siemens SCADA (supervisory control and data acquisition) systems and effectively disabled the country’s nuclear facilities. Jalali claimed in an April 16 report that Iranian experts have determined that Stuxnet-infected systems sent back reports of its activities to a server located in Texas.



There is no proof at this point whether Stars is “really specifically targeting Iranian systems,” Cluley said, noting that Sophos researchers see over 100,000 new unique malware samples every day, and many of them are designed to spy on victims’ computers.



“Presumably the Iranian authorities have reason to believe that the Stars virus they have intercepted was specifically written to steal information from their computers and is not just yet another piece of spyware,” Cluley said.

Stuxnet, which was publicly identified last June, was spread primarily by USB drives. The worm reportedly mutated and infected at least 30,000 industrial systems over the course of the year. Nearly half the IT executives in the electric industry sector around the world said they had found Stuxnet on their systems in a recent McAfee report looking at cyber-attacks on critical infrastructure. Iranian officials acknowledged in December that Stuxnet affected a number of centrifuges at its main uranium enrichment facility in Natanz, but claimed scientists had discovered and neutralized the worm before it caused serious damage. Despite the efforts to contain Stuxnet, it remains an active threat for Iran. It “does not mean the threat has been completely resolved, because viruses have a specific lifetime and may continue their activities,” Jalali said in the same report. Stuxnet is still on various machines in the wild and hasn’t gone away, Randy Abrams, director of technical education at ESET told eWEEK. “We don’t know if the authors accomplished their objective” in developing Stuxnet, and it was reasonable to assume that the worm could be updated with new instructions to launch further attacks, Abrams said. “The country should prepare itself to tackle future worms since future worms, which may infect our systems, could be more dangerous than the first ones,” the Mehr news agency quoted Jalali as saying.

The plant is operated by Akron-based First Energy's subsidiary FENOC Nuclear Operating Co. and is located in Perry. The issue involved the removal of a source range monitor from the reactor core on April 22, as the plant was shut down for a refueling outage. A source range monitor measures nuclear reactions during start up, low power operations and shutdown conditions. While performing the activities to remove the monitor, workers at the plant identified an increase in radiation levels in their work area. Four workers stopped and immediately left the containment area when the higher than expected levels were identified. The licensee does not believe the workers received radiation in excess of NRC limits. The plant is in a safe condition and there has been no impact to workers at the plant or members of the public from this issue. The special inspection team began work on Monday and will review the circumstances surrounding the higher than expected radiation levels in the work area. The team will gather data to establish a sequence of events, review the utility's work planning and engineering actions, determine if there were human performance factors that may have contributed to the event and evaluate the actual radiological consequences, including exposure to the workers. The team will also evaluate the utility's root cause report. The NRC's special inspection report will be available within 45 days of the inspection's completion of through the NRC RIII Office of Public Affairs.

The order came from the Atomic Energy Licensing Board (AELB), said Science, Technology and Innovation Minister Datuk Seri Dr Maximus Johnity Ongkili in a press statement yesterday. He added that the radioactive contamination was detected by AELB through a Radiation Portal Monitor (RPM) system at 11.30am on June 2 after the four workers went to the AELB office. “The radiation reading on one of the workers exceeded more than 400 times the normal reading (the normal reading is 0.5 micro Sievert/hour),” he said in a press statement here yesterday. He also said the four workers had gone through the decontamination process with three of them at the National Radiological Emergency Centre at the AELB head office in Dengkil. The other worker, who was directly involved with the radiopharmaceutical leakage, was decontaminated at the Malaysian Nuclear Agency, he added. Ongkili said an AELB team also monitored the company premises on the same day and found the contamination there at more than 100 times the normal reading. “The contaminated area has been cordoned off to ensure the radiation does not spread and to prevent radioactive particles from leaving the place,” he said. The company was also ordered to review its work procedure and to submit remedial action to prevent the incident from happening again.

Ahmadinejad Predicts: Mideast Unrest Coming to America

TEHRAN, Iran (AP) — Iran’s president said Wednesday he is certain the wave of unrest in the Middle East will spread to Europe and North America, bringing an end to governments he accused of oppressing and humiliating people.
Mahmoud Ahmadinejad, whose own country resorted to violence to disperse an opposition rally earlier this month, also condemned Libya’s use of force against demonstrators, calling it “grotesque.”
Iran’s hard-line leaders have sought to claim some credit for the uprisings in Arab nations, saying it is evidence that its 1979 Islamic Revolution, which ousted the U.S.-backed shah, is being replayed.
The embattled movement calling for social and political reforms in Iran has labeled that view hypocritical – and to prove it they tried to stage their own rallies in solidarity with the anti-government protests in Egypt last week. Clashes between security forces and demonstrators left at least two people dead and dozens injured.
“The world is on the verge of big developments. Changes will be forthcoming and will engulf the whole world from Asia to Africa and from Europe to North America,” Ahmadinejad told a news conference Wednesday.
The tone of the remarks seemed to draw on the belief by Shiite Muslims that a revered ninth century saint known as the Hidden Imam, will reappear before judgment day to end tyranny and promote justice in the world.
Ahmadinejad said the world was in need of a just system of rule that “puts an end to oppression, occupation and humiliation of people.”

“It‘s a wave that’s coming,” he said.
Even while denying his own opponents the right to demonstrate, the president urged Libya‘s Moammar Gadhafi to heed his peoples’ demands. He sharply criticized Libya’s leaders for their use of force.
“This is very grotesque. It is unimaginable that there is someone who kills and bombards his own people. I strongly advise them to let nations have their say and meet their nations’ demands if they claim to be the officials of those nations,” Ahmadinejad said.
“Of course anyone who does not heed the demands of his own nation will have a clear fate,” he added.
Iranian police and paramilitary groups brutally put down protests on their own streets after Ahmadinejad’s disputed re-election in 2009. The opposition claims the vote was rigged and hundreds of thousands of protesters poured into the streets, posing the most serious challenge to Iran’s ruling system since the 1979 revolution.
The opposition says more than 80 demonstrators were killed in the crackdown. The government puts the number of confirmed deaths at 30.
The opposition has compared the uprisings in Egypt, Tunisia, Libya and elsewhere to its own campaign for change.
Mir Hossein Mousavi, who claims to have been the real victor in the 2009 vote, said last month that Iran’s protest movement was the starting point and that all popular protests in the Middle East aimed at ending the “oppression of the rulers.”
Mousavi and Iran’s other senior opposition leader, Mahdi Karroubi, have been under house arrest since earlier this month after they called their supporters to attend the Feb. 14 rally.
Security forces also raided Karroubi’s house, locking him and his wife in separate rooms and confiscating books and documents, according to Karroubi’s website.
